I think not , because a car is very useful when you have a medical
emergency , for example .
Rather than calling an ambulance, I would use better my family's or one of my friend's car and reduce the time.
Reducing the number of bands would be a solution , but I can not think without cars .
In our century , called the century of speed , efficiency is everything. From saving time , to everyone's needs , helps automotive multitude personal needs .
Furthermore is efficiency that can guarantee you a car. You get to work on time , and do not forget that time is money .
I can agree with you that the car is saving you time in todays society. But if a city was built and adapted for no cars I think you would travel fast also without cars eg with subway. In Stockholm I prefer to take the subway. I think it would be better for a city without cars but it is probably not possible like you implies. Restricts and “congestion charge” is probably the right way to go to reduce the number. Do you agree?

BUT...
Because is the 21th century, people need to "get rid" of the cars. There's so much polution that they're causing and I relly thing is necessary people to learn not to depend on 4-wheel-machines. (at least in the big cities).
